Flag a Forecast as Private

In order to support the Scenario Modelling process, v4.8 will provide the ability to flag a forecast version as private to the current user. This will allow a user to create a forecast version without it being visible to other users. To flag a forecast version as private to the current user; a checkbox is ticked in the Forecast Edit Screen. In order to approve a private forecast, the private flag will need removing
