MSP Synchronisation Improvements

To support the changes to the Project Planning functionality, enhancements have been made to the MS Project Synchronisation.  These include:

• Greater control of assignments by exporting unallocated time as a “user defined” dummy resource in MSP in-order to preserve the integrity of the plan.
• Tighter control over how changes to assignments in MSP effect resource assignments in AGS.  Changes to resource assignments in MSP will only be updated in AGS if the project has the "Assignments locked to Task Duration" option enabled.  For all other project types only role based assignments will be imported.
